1992 New Yorker digital GAUGES lights are erratic: NO CODES

Questions:
My cousin’s 1993 New Yorker digital gauges lights are coming on and off. When it is off, I can turn the ignition switch slightly to start position and the lights would come back. When I replaced the ignition switch, 2 terminal pins showed burnt heated color. After installing the switch, the same thing happens. Do I need a new instrument cluster assembly?
ATS Adviser:
To diagnose your digital dash instrument panel, get hold of the instrument panel wiring diagram. In it you will see all the ground connections and have them checked for voltage reading with key on. Maximum reading should be 0.250 volt. Next, measure the positive and negative BUS terminal voltage reading again with key on. Maximum reading should be 2.5 volt. If higher than this, unplug all the panel loads one by one until your voltage reading returns to normal like abs module, cruise control module, light module, etc. If none of them will change the BUS terminal voltage reading, it is definite sign that you need a new instrument panel. If you need assistance in doing this, contact ATS.
